A native of Roxboro, North Carolina, Mrs. Shotwell attended North Carolina State University where she graduated magna cum laude with Bachelor Degrees in Communication and Political Science. Mrs. Shotwell earned her Juris Doctor from North Carolina Central University School of Law where she graduated cum laude. While at Central, Mrs. Shotwell was a member of the Law Journal. Mrs. Shotwell is admitted to practice law in North Carolina.
