Stan Snyder’s extensive experience of handling complex energy issues results from his more than 20 years as counsel for the Department of Water and Power. From 1998 to 2010, he was in charge of the Power/Contracts Section of the City Attorney’s Office at DWP, where he supervised and worked on a variety of power transactions, including among others, gas transactions, wholesale trading, and renewable transactions. Mr. Snyder co-authored DWP’s current gas and wholesale trading ordinances and a variety of City ordinances relating to customer discounts, energy efficiency, and other power issues.

Mr. Snyder’s published cases are the Department of Water and Power v. Energy Resources Conservation & Development Commission (1991) 2 Cal. App. 4th 206, and Lundeen v. Department of Water and Power (1991) 232 Cal. App. 3rd 816. In the Energy Commission case, the court ruled that DWP’s modification of an existing power plant was not subject to the jurisdiction of the Energy Commission. In Lundeen, a third tier subcontractor lost its $1 million claims relating to coatings provided for a scrubber at the Intermountain Power Plant in Utah.

Mr. Snyder has represented the Department of Water and Power before the California Energy Commission, Public Utilities Commission, and the Federal Energy Regulatory Commission. He has also assisted in the drafting of state legislation relating to energy matters.

During the Energy Crisis, Mr. Snyder negotiated DWP’s abatement order with the South Coast Air Quality Management District which allowed DWP to continue to produce power and keep lights on in California. He also appeared at California State Senate hearings investigating the Energy Crisis, attended the United States Senate hearings relating to DWP’s involvement in the Energy Crisis, and negotiated DWP’s settlement of the Energy Refund Litigation that netted DWP about $146 million.

Since joining the firm, Mr. Snyder has negotiated biomethane transactions as well as numerous NAESB gas contracts. He has also assisted clients with solar power purchase and related agreements, substation, submetering, renewable energy credit, battery back-up, and local electric issues including litigation related to electrical issues.
